The rainbow umbrella

Went to the office today to pick up my severance package, and this was the photo in the elevator. I'm assuming that the guy whose job it is to post cute photos in the elevator also got notice today (although he or she is probably "transitional" and so gets to hang out longer...that or a contractor), but I'm not exactly sure what the message is. Is it "it's raining and your rainbow parachute is really just an umbrella"? Or "it's raining, and while you don't have a full roof over your head we're giving you a golf umbrella"? Or is it "it's raining, but look! Pretty rainbow umbrella!"
